Target Audience: “Hard to reach” market segments with a high percentage of renters/leasers, including multi-family households and small businesses

Objective: Provide energy retrofits and upgrades to multi-family and small commercial customers; provide public education, marketing and outreach to communicate the benefits of energy efficiency; establish sustainable and replicable approaches to community-based energy efficiency service delivery.

Strategies: 
Two community energy efficiency program delivery models:
  1. To reach the small business market, select two or more communities based on concentrations of small businesses and the potential to achieve energy savings. Contractor-driven delivery in the targeted communities include energy surveys of each facility and direct-installed energy efficiency measures at no cost. 
  2. To reach the multi-family market, provide a streamlined program offering to property managers and owners throughout Snohomish County. The program will provide direct-install of simple energy efficiency measures at no cost, incentives for weatherization and common-area lighting, and tenant education. 
In addition, the program cultivates mutually beneficial partnerships with local governments, community organizations, business associations and local utilities to achieve energy efficiency and utilizes local contractor labor resources.

Success Story

Snohomish County PUD

Community Power! – administered by Snohomish County PUD – has implemented a direct-install approach to energy conservation in apartment complexes located in South Everett.

One effort focused on the Casino Road neighborhood, where the program has reached 577 apartments with direct-install measures that include energy efficient lighting, water-saving devices, thermostats and – for some – window replacement.
