"Based on several hundred regulatory filings, researchers from Lawrence Berkeley National Laboratory (LBNL) have determined the total cost of saving electricity through efficiency programs: $0.046 per kilowatt-hour. That value is the average for 20 states in the period 2009 to 2013 and compares favorably with supply-side alternatives and retail rates."
